46. The Low Frequency of Rule of Law

Law has evolved into a discipline: jurisprudence. There are an immense number of statute books and legal writings in different countries. You can learn about human’s current cognition towards rule of law by yourself. It does not need to be elaborated in this article.

With limited cognition, people have established a subject. The reason behind is that “the nature is unclear”.

For example: with the “unclear nature” of mental disorders, “psychiatry” was derived, treating only the symptoms, but not the root cause. Later, ‘Mental Health Law’ was established. If humans could understand that the nature of mental disorder is Yi Body damage, they could simplify the complex because ‘truth is usually uncomplicated.’

Similarly, rule of law has fallen into ‘the low frequency of rule of law’ because ‘the nature is unclear.’

Rule of law is the hallmark of a society stepping into civilization.

Therefore, both capitalist and socialist countries brand themselves with the ‘rule of law.’ However, whether it is ‘rule of law’ does not depend on the branding, having laws is not equal to the rule of law. For example, in history, the Qing Dynasty had Law of Qing Dynasty, but rule of law was not in place.

Rule by man, due to limitation of Jue (Perception) Shi (Cognition), when a society develops to a certain stage, will become the shackle of energy fields.

The transition from “rule by man” to “rule by law” and from “man above law” to “law above man”, is an obvious progress and a historical progress, which cannot be swayed by ideology.

The progressive elites in 'societies ruled by man' long for 'constitutional monarchy or separation of powers', and regard 'rule of law society' as the ideal. Unfortunately, the elites do not see the low frequency of the rule of law, nor the historical limitations of the 'rule of law society', because the 'rule of law society' is the ceiling of their existing cognition, and ideals cannot overstep the limitation of Jue (Perception) Shi (Cognition).

In fact, humanity has not yet entered the rule of law society!

The developed Western countries pride themselves on being ruled by law. Strictly speaking, they are not yet societies ruled by law, but are in the 'low frequency stage of rule of law'. To step out of the low frequency, they should first ask: what is the nature of the rule of law?

The nature of rule of law is the 'frequency of values'!

Rule of law is the manifestation of rules of energy field, which is the balanced manifestation of ‘value frequency.’

The low frequency of rule of law is the low frequency of values; The bottleneck of the West is also the bottleneck of the Western values.

Low frequency is manifested in the absence of high-frequency attributes, and the rule of law, confined by the 'rule of law', becomes the source of imbalance.

The understanding of terms like 'energy field, frequency, Jue (Perception) Shi (Cognition) etc.' should not be taken literally, as their connotations are different from worldly concepts. They need to be comprehended with 'Yi philosophy' and field-based thinking, to avoid 'being obsessed with Xiang (Manifestation) due to reflexive thinking, and being biased due to linear thinking'.

People need to improve Jue (Perception) Shi (Cognition) and learn about the following high-frequency attributes of rule of law:

A. Energy Field Attribute

In previous sections of this book, I mentioned that "this world is composed of different fields". An individual is a field, a company is a field, a nation is a field, and a religion is a field. The world is a collection of energy fields that fundamentally interact based on rules of energy fields. To understand the "attribute of energy field," we need to clarify the boundaries of energy fields.

The country is also a field with a dominant leader. The rule of law is a "manifestation of field rules", so the rule of law only exists within a field and applies to members of the field. For example, in the issue of "illegal immigration", illegal immigrants are not members of the field, and we should not insist on the rule of law within the field; another example is the "international dispute" issue. International relations are essentially "inter-field relations". Without a dominant leader in the field, it is not suitable for the rule of law but applies to "inter-fields rules". Rule of law matters for issues within a field, but balance matters for inter-field issues.

Understanding these truths also helps us realize that "international law" is a false proposition!

The current international system, formed during World War II, has fallen behind the historical process. It can be said that "international law" shows the limitation of human Jue (Perception) Shi (Cognition) in constructing world order. International disputes should follow the principle of "adherence to balance and frequency equivalence" and practice "inter-field rules". Otherwise, disputes are difficult to resolve and are hampered by low frequencies.

Since World War II, globalization and multilateralism based on economic and trade relations have rapidly developed, but this development is directionally erroneous because humanity has overlooked the "frequency attribute"! Because of low-frequency thinking, we fall into disputes over "international multilateralism and unilateralism" and "domestic leftism and rightism", inevitably leading to an imbalance of the energy fields.

B. The Frequency Attribute

Understanding the "frequency attribute" helps to identify field boundaries. High frequency and low frequency do not denote strength, weakness, nobility, or inferiority.

In Yiology, "frequency" refers to: a description of the differences of energy and levels of Jue (Perception) Shi (Cognition). For example, plants and animals have different frequencies; primary schools and universities have different frequencies; autocracy and the rule of law have different frequencies; deception and enlightenment have different frequencies. Within a country, different social strata have different frequencies; internationally, countries with different systems have different frequencies.

From a high-frequency perspective, low frequency is limited by Jue (Perception) Shi (Cognition).; from a low-frequency perspective, due to limitation of Jue (Perception) Shi (Cognition), high frequencies are either invisible or difficult to understand. In terms of frequency, high frequencies can drop to low frequencies, but low frequencies cannot rise to high frequencies; the only way to upgrade frequencies is to elevate Jue (Perception) Shi (Cognition). Regardless of high or low frequency, balance must be understood. Lowering the frequency to accommodate will not lead to growth for low frequency, but instead it can easily fall into the vortex of low frequency.

The earth is a world on which “many frequencies coexist”. In the past, people lack the cognition for “frequency” and could not recognize the principle of “following balance and considering frequency equivalence”. Therefore, the domestic issues transform to low frequency and the international relations become more complicated.

Only when the Western developed countries recognize the boundary of energy fields, use frequency as criterion and bond together by values, can they gradually step out of the “low frequency stage of rule of law”, then recognize the bottleneck of the West and reshape the world order.

C.  Jue (Perception) Shi (Cognition) Attribute

The word “rule” in the phrase “rule of law” has misled many people to understand the rule of law as “will of the ruling class protecting the rights of the powerful and safeguarding freedom and equality……”. This shows the low frequency of Jue (Perception) Shi (Cognition).

The roots of tyranny and hostility in human society include, “low frequency of Jue (Perception) Shi (Cognition), ignorance of balance and lack of a sense of security” and desires also falls into low frequency for these reasons.

The rule of law should be a red line for human desires, including the desire to rule.

A lack of understanding of the " Jue (Perception) Shi (Cognition) attribute " can even misinterpret "fundamental values". For example: religions advocate "doing good and avoiding evil", but what are good and evil? If the "essence is unclear", the understanding of good and evil will be low frequency and fall into self-righteousness and recklessness. For another example: “putting others’ interest first without thinking of oneself” (which eliminates individuality and destroys balance) is almost absurd, but it has become a moral flaunt because people are limited by Jue (Perception) Shi (Cognition) and their cognition of morality is limited to this.

For about a thousand years, Jue (Perception) Shi (Cognition) of mankind has not made fundamental progress and tragedy is like a single looping track. The development of science and technology does not equate growth in Jue (Perception) Shi (Cognition). It merely allows humans to replace their fighting tools from spears to missiles and expand the battlefield from the ground to space.

The importance of Jue (Perception) Shi (Cognition) cannot be overstated. Jue (Perception) Shi (Cognition) determines human cognitive ability, level of wisdom, and stage of civilization.

The attributes of high frequency are not only the above three aspects. You can understand more during the process of learning Yiology.

Slave society, feudal society, rule of law society... are stages in the evolution of human society. If there is no high-frequency transmission, the "low-frequency stage of the rule of law" will become the ceiling of this round of civilization.

In the future, the rule of law society will be a society that understands balance. The rule of law does not create balance. The significance of rule of law is to discover, to adhere to and respect balance. On this basis, the energy field can enter high frequency cycle, allowing the members of the field to gain “a sense of security and accomplishment” at their respective levels. This is how a civilized society works.

You  should know that: a rule of law society is not the highest form of social civilization because rule of law cannot build “a world without conspiracy”! This is the historical limitation of the rule of law society. Perhaps it is difficult for humans to understand at the moment, but at least the direction should be clear-the direction of high frequency civilization.
